Genval Forum II

2025 edition: Emerging Technologies for European Resilience

As the European Union moves to increase its competitiveness, resilience, and defense, it needs to strengthen its NATO participation, to develop its defense industrial base, and to maximize the impact of its huge financial commitment of €800 billion by also focusing on innovation and frontier technologies. All of this without losing sight of the fundamental values it is trying to protect. Aligned with this set of strategic necessities, the Genval Forum II brings together dual-use and defense tech innovators, investors, technical experts, legislators and diplomats, compliance experts, and civil society around topics of relevance for the EU resilience and defense agenda.

OBJECTIVE 1

To support the growth of the dual-use and defense tech ecosystem, with a focus on companies, investors, and projects that are aligned with NATO objectives and with democratic values

OBJECTIVE 2

To accelerate the development of a modern European defense industrial base by connecting innovators in emerging technologies for resilience and defense to EU-wide initiatives

OBJECTIVE 3

To shape the policy conversations on resilience and defense tech innovation and to serve as a EU-focused convening platform for the ecosystem of dual-use, resilience and defense tech innovators

Dual-use and defense innovation community

Whether formally engaged with the AURORA Coalition or not, Forum partners and collaborators can opt to remain engaged in projects related to dual-use and defense tech that Vanguard supports — through dedicated newsletters, community updates, and future invitations to relevant events.

Narrative coordination

The Vanguard narrative of principles- based, responsible dual-use and defense innovation in accordance with democratic values is the narrative that can gain most traction in the evolution and growth of the dual-use and defense tech market at the European level. Forum partners are part of that narrative and take part in building it and nurturing it.

Mission-aligned long-term engagement

Because Vanguard is a mission-driven entity that vets its affiliations based on mission alignment, it has a strategic interest in the success of its collaborators. Forum partners have an open channel to Vanguard for personalized assistance when needed, from policy intelligence to relevant connections and advocacy.
